Information and Communication Technology (ICT)

The ICT Department of Kano State Bureau of Land Management is a new created Department by the State Government to oversee the land automation activities in the State with a view to providing synergy, effective control and efficient files documentation, accountability, proper control measure and establishment of electronic land database in the state. The major task of every ICT Department is to work in position using computer-based information systems that work with both software applications and computer hardware with multiple programming languages and diverse software expected to provide services related on web resources, internet service and metropolitan cable networking with other related agencies for monitoring and viewing activities in the automated land database. The main focus of the Department is the provision of information systems which will support decision making in government and delivery of government services in term of efficiency and effectiveness.

GENERAL FUNCTIONS AND RESPONSIBILITIES OF THE DEPARTMENT:

  1. Enforce standards and procedures pertaining to the database administration and management of software systems throughout the department.
  2. Undertake forward planning and feasibility studies pertaining to the development and implementation of software solutions.
  3. Procurement and Installation of Digital form for land registry records in unified database.
  4. To work with external partners, including consultants, agencies and vendors, to arrive at the most appropriate system or integration of multiple systems.
  5. Responsible of IT Infrastructures and system maintenance.
  6. Custodian and Responsible for IT infrastructure e.g hardware’s and other computer accessories on the ground.
  7. Designs and oversees implementation of security solutions, ensure solutions meet security requirements. Develops and implements information security strategies and assessments.
  8. Responsible for the setup, configuration, administration and maintenance of databases.
  9. Develops and implements database monitoring, performance, capacity and expansion strategies. Upgrades, monitors and performances.
  10. Maintains, operates, administers and supports servers, operating systems and system software.
  11. Support website development, maintenance, updates and uploading data.
  12. Any other work assigned by the Permanent Secretary

 

STRUCTURE, DUTIES AND FUNCTIONS OF THE DEPARTMENT

To be able to meet the successful take up of every ICT department you should make sure that the monitoring of volume for ICT transactions and accessibility of lCT administration services are fully provided and achieved. These will require and demand the establishment of some vital support ICT units in the department as follows:-

  • System Analysis and Design Unit
  • System Administrator Unit
  • Support Service Unit
  • Hardware Maintenance Unit

 

A. FUNCTIONS AND RESPONSIBILITIES OF THE DIRECTOR

B. DUTIES AND FUNCTIONS OF THE SOFTWARE DEVELOPMENT OFFICER

  1. Software development and documentations
  2. Develops and implements database monitoring, performance, capacity and expansion strategies. Upgrades, monitors and performances.
  3. Responsible for design of template, forms, interface and workflow for all departments
  4. Designs and oversees implementation of logical security solutions, ensure solutions meet security requirements.
  5. Supervising and backup data from other departments to central server.
  6. Any other work assigned by the Director.

 

C. DUTIES AND FUNCTIONS OF NETWORK OPERATIONS OFFICER

  1. In charge of local area network cabling systems and equipment such as network interface cards, hubs and switches.
  2. Procurement and Installation of Digital form for land registry records in unified database.
  3. Responsible of the website updates and uploading
  4. Responsible to performs minor desktop hardware repair for workstation equipment and peripherals
  5. Responsible for the documents scanning from files
  6. Maintains, operates, and administers the supporting servers.
  7. Any other work assigned by the Director

 

D. DUTIES AND FUNCTIONS OF SYSTEM ANALYSIS AND DESIGN OFFICER

  1. System analysis and design procedures
  2. Develops and implements system strategies and assessments.
  3. Responsible for new procedure and method in IT innovations and practices.
  4. Evaluate, modify system’s performance and analysis.
  5. Identify user needs.
  6. Responsible for the Department monthly/quarterly assessments reports
  7. Any other work assigned by the Director.

 

E. DUTIES AND FUNCTIONS OF THE HARDWARES MAINTENANCE OFFICER

  1. System maintenance and services
  2. Responsible for Data conversion/transfer/recovery
  3. In charge for Installation of Hardware’s/software’s
  4. Diagnoses and resolves end-user network or local printer problems, PC hardware problems, Viruses, e-mail, Internet, and local-area network access problems.
  5. Responsible for the Services of system on ground
  6. Any other work assigned by the Director

 

F. DUTIES AND FUNCTIONS OF THE SYSTEM ADMINISTRATOR

  1. To serve as system administrator and supervisor
  2. Support services and maintenance of power supply and generator services.
  3. To serve as custodian of Department reports and documentations.
  4. Maintenance of physical security.
  5. Monitor the available Hardware’s on ground.
  6. To serve as the secretary of the department
  7. Any other work assigned by the Director

 

G. DUTIES AND FUNCTIONS OF SUPPORT SERVICES OFFICER

  1. Maintain system efficiency
  2. Software development.
  3. Ensure design of system allows all components to work properly.
  4. Troubleshoot problems reported by users.
  5. Support services initiative within and outside the Department
  6. Any other work assigned by the Director
