Disputes, Complaints, Investigations and Verifications

The Department was initially an ad-hoc committee setup to address the increasing rate of complaints received from aggrieved land and farmland owners in relation to inadequate compensation paid or received encroachment, trespassing, double allocation and other issues regarding ownership of titles. The creation of the Department become imminent due to the increasing number of complaint received from within the Bureau and other agencies or organizations such as the Nigerian Police Force, EFCC, Public Complaints and Anti-Corruption, Judicial Agencies e.t.c

FUNCTION AND RESPONSIBILITIES OF THE DEPARTMENT

  1. Investigation and verification of ownership documents as requested by statutory agencies such as Courts, Police Force, EFCC, Public complaint and Anti-Corruption e.t.c
  2. Complaint relating to inadequate payment of compensation entitlement relating to farmland, structures e.t.c
  3. Cases relating to double allocation of statutory titles.
  4. Cases of plot encroachment and trespass.
  5. Statutory title inquires from the Nigerian Police Force, Kano State Anti-Corruption, EFCC, Judiciary e.t.c
  6. Synergizing the Departmental activities with some key Bureau for Land Management Departments such as Land, Survey and Cadastral Departments.

RELATIONSHIP WITH OTHER DEPARTMENTS
The department has mutual relationship with other sister Departments in carrying out its official responsibilities. This Department includes:-

    1. SURVEY DEPARTMENT:- this Department is providing us with relevant information on cases received, this information includes;
      1. Verification of register from GKN-register.
      2. Records of plots from compensation records.
      3. Identification of plots physically on the ground (Joint Site Inspection).
      4. Request for satellite imagery.
      5. Verification in cases relating to resettlement allocation.
    2. LAND DEPARTMENT:- This Department provide us with the following information on cases received, this includes;
      1. Records of direct allocation list.
      2. Verification of authenticity of allocation document and double allocation cases.
      3. Retrieving land files from registry.
    3. CADASTRAL DEPARTMENT:- This Department provide us with relevant information, such as;
      1. Verification of plot numbers from intelligent sheet.
      2. Release of correspondence file from cadastral registry.
      3. Provision of information from survey plan for investigation.
    4. DEEDS DEPARTMENT:- This department provide us with information regarding to valuation of properties for compensation.

PROCEDURES FOLLOWES IN CARRYING OUT OUR WORK

    1.  The procedures followed in carrying out our work in the Department in relation to all mails received are as follows;

      1. Commissioning of LPCC file for each mail received.
      2. Sending an invitation to all parties in dispute for joint meeting/discussion.
      3. Retrieving of land file or correspondence file from the registry for studying in relation to the case received.
      4. Writing a report based on minutes of the meeting and observation made from the land file.
      5. Sending the LPCC file to the Deputy Director who will also forward same to the Director after studying the report. Thus, the Director will also forward same to Permanent Secretary or to relevant Department for their input.
      6. Conveying all parties involved, after a case/complaint has been concluded.
